This method can be best described as the Owner hires an architect to design the project in its entirety, creating both a plan and specifications in fulfillment of the owner’s program requirements. The next step is to competitively bid the project to a select group of general contractors, or as open to all. After which the owner hires a general contractor. Project award is typically based on the lowest responsible bid as based on the plan and specifications provided.
